In 1997, The Cleveland Foundation and The George Gund Foundation recognized that arts and culture organizations were facing some similar issues. Setting out to learn more about the sector and address these common causes, they commissioned a regional, community-wide, strategic cultural plan. The group charged with developing this plan became the Community Partnership for Arts and Culture (CPAC). The Northeast Ohio Arts & Culture Plan, was released in May of 2000. CPAC continued to ensure that the plan was carried out and evaluated. In 2018, CPAC changed its name to Arts Cleveland, bringing a new energy to serving the arts and culture community of Northeast Ohio.
